Summary:
Key points: Drivers of initial poverty and poverty entry were related to past and current characteristics, such as educational attainment and receipt of health benefits, respectively. Most people remained in the same state across two waves of the survey; this is likely due to the relative stability of income in later life. The results suggest a need for policies to not only reduce poverty persistence in older age, but also address the drivers of poverty entry.
