Understanding consumer over-indebtedness using counselling sector data: scoping study. Report to the Department for Business, Enterprise and Regulatory Reform

Abstract

This report describes the results of a  project commissioned by the Department of Business, Innovation and Skills which took place between August and October 2009.  The project’s objectives were to investigate the feasibility of using individual level data on clients of the Consumer CreditCounselling Service (CCCS) as a dataset for analyzing overindebtedness and, assuming this was feasible, to construct a dataset that was appropriate for statistical analysis and to provide some basic descriptives from that dataset.  The project showed that it was feasible to achieve these objectives, and this report describes both that dataset and provides some basic statistical analysis.
