Abstract:

The Prime Minister commissioned the Strategy Unit in the Cabinet Office to produce a
discussion paper on social mobility. The purpose of this paper is to:
- provide an analytical base to inform a forthcoming white paper
- discuss what is meant by social mobility and collate evidence on how it has changed and
what is likely to drive it in the future
- provide a summary of the latest academic thinking in these areas, although the paper
does not attempt to provide an exhaustive account of all the work that has been
conducted
In producing this document the Strategy Unit has drawn on evidence and discussions with a
range of academics and other experts
This document does not identify future government policy but does set out a framework for thinking about the key strategic choices facing government
